I arrived at this site while searching for information about Adtran Express 3000 ISDN modem. The NT1 and Express 3000 are ISDN modems but individual users need to use the Express 3000.
The NT1 is designed for multi-users, though it can be configured to work with one user but it cannot generate the promised speed 480kbps to the typical home user, for various complex reasons.
